Supporting Collaborative Deliberation: Designing Consultation Portals for Deliberative Practices in Brazil

Fabro Steibel did his PhD at the Institute of Communications Studies (Leeds University /UK), under the supervision of Prof Stephen Coleman; and had his MA at UFF/Brazil, under the supervision of Prof Afonso de Albuquerque. Steibel’s research focuses on the use of technology for deliberation and development, having published on the topic since 2004. Steibel has 8 years of experience with international research bodies, having worked for projects sponsored by the European Parliament, the European Commission, the Reuters Institute for the study of Journalism, the EU Fundamental Rights Agency, the Fundación Comunica, the WUN, and others. During his MA studies (2005-2007), Steibel has extensively published in Portuguese, being his MA thesis published in 2007 by the E-papers editors. During his PhD studies in the UK (2007-2011), Steibel has presented papers at the main international conferences on Political and Media Studies (ie, IAMCR, PSA, ECPR, Epop), and studied at the UCSD as visiting researcher under the supervision of Prof Daniel Hallin. He is starting his post-doc studies in the same university where he did his MA, and is currently Director of Communications Studies at the Universo University (Brazil), and a research consultant for the Fundación Comunicá.

Abstract

This project focuses on how governments visualize large-scale argumentation data for policy purposes. More specifically, it researches how citizens’ inputs received online are used by government for drafting legislation. Analyzing data from four government-run forums in Brazil, we explore challenges and opportunities to understand how governments and citizens communicate online.
