Dr. Elsa Estevez
Dr. Elsa Estevez is an Academic Program Officer at the United Nations University – International Institute for Software Technology (UNU-IIST), Macao, China. I have 27 years of professional experience, including IT-related assignments in industry, academia and international organizations. She was an Assistant Professor at National University of the South, Argentina for 20 years. A software manager, researcher and university lecturer, Dr. Estevez specializes in Software Engineering and Electronic Governance. Dr. Estevez taught many courses around the world on this topic to government and academic audiences as part of UNeGov.net schools and workshops, as well as courses on Software Analysis and Design, Managing Software Projects, System Auditing, Web Services and Component-Based Development to students at various levels, from under-graduate to post-graduate. Her research interests include software for Electronic Governance and tools for developing and operating Communities of Practice, with a number of publications on these topics. Dr. Estevez also served as a Program Committee member and Chair at several international and national conferences. She holds PhD and MSc degrees in Computer Science from the National University of the South, Argentina, and a Licenciado Degree in Computer Science from University of Buenos Aires, Argentina.
